You may be aware that cPanel was recently acquired by Oakley Partners, and subsequently cPanel announced a new pricing structure that will be effective September 1, 2019. Historically, cPanel has based its services and pricing around a license with unlimited cPanel Accounts.
This new structure defines the price of each license based on the number of Accounts hosted on the server, reflecting the value received by the owner; now, customers only pay for what they use. Moving forward, compute instances and bare metal instances will also use different licensing models.
On September 1st, 2019, we will transition all existing monthly licenses to the new account based pricing and licensing structure. For additional information, please refer to cPanel's blog:
